Look at how they think, not just what they made
Anyone can show attractive screenshots. Ask why the layout is the way it is, what problem the project solved and what happened after launch.
Ask who does the work
Find out who designs, who develops, who writes and who is accountable when something breaks. Subcontracting is fine when it is declared and managed.
Check what happens after launch
Hosting, maintenance, security updates, improvements and reporting should all have clear answers and clear costs before you sign.
Warning signs
Guaranteed rankings, quotes given before anyone has asked about your business, no mention of measurement, and a refusal to hand over accounts or code. Any of those should give you pause.
